Introduction of Taipei Public Art Strolling Route Map
Taipei is considered as a paradigm for other cities in the field of public art development whether as its amount of budget or in quantities. After the establishment of Public Art Ordinance in 1998, the diversified and creative public artworks have then been pursuing and developing. Such spirit has further enhancing the implementation of public art performance in Taipei. Since then, public artworks have initiated to involve as parts of public spaces, such as MRT stations, schools, commercial buildings, science parks, streetscapes and public infrastructures etc., and so as their operating creativities have also become more diversified and rich. The types of public art performance can be categorized as sculpture, wall mounting, mural, painting, waterscape, hologram media, glass collage, interactive installation etc. that brings residents of Taipei City a different cultural prominence and aesthetics of public environment.
A well-plan public art project shall improve city’s landscape and contribute infinitely to its cultural recognition and spatial significance, in which presenting the uniqueness of each public environment. Taipei Public Art Website specifically emphasizes on those cases that have reviewed by Taipei Public Art Commission, as well as those large-scale projects in fame before the establishment of Public Art Ordinance, by categorizing through the setting project, its environmental space, project budget, setting theme etc. and herein proposing six routes for Public Art Strolling in Taipei.
The five routes we suggested that could enable public to enjoy the strolling in Taipei’s public spaces with surprising and pleasure are as following : 1) “Invisible Space v.s. Visualize Artistry”—Exploring the artistic surrounding of public infrastructure : Dihua Sewage Treatment Plant Public Art Installation; 2)Leisure space for hi-tech industry—Nankang Software Park Public Art Project; 3)Infusion and Interaction between Science and Public Art—Public Art in National Taiwan Science Education Center; 4) Discovering the art through busy traffic—Public Art Projects along Civic Boulevard; 5)Glance of Art in Modern Business District— Public Art in Xin-yin District.
“The Second Taipei Public Arts Festival – The New World of Datong” at the Dihua Sewage Treatment Plant has implemented the concept of “First Public, Then Art” in which overturned the cold and distant public infrastructure into a friendly and dynamic environment. This project particularly strengthens interaction and cooperation among community residents and is hoped that from this we and the community together can create a different type of public art.
The most comprehensive, considerable and highest budget public art project in Taipei in 2004 was “Nangkang Software Park II Public Art Project” with the amount of NT$ 81 million, connecting nine well-known artists worldwide instilled with the curatorial concept of “humanizing technology”. Along with the spirit of endorsing both technological and humanitarian advancements, this project accomplishes in both the promotion of NKSP image and the interaction between art and technology. Moreover, through the incorporating numerous related programs such as international symposiums and other public-interactive events, this project has firmly developed a roll model in conducting large-scale public art projects and at the same time, is successfully built up an interacting platform for both domestic and international artists. On the other hand, National Taiwan Science Education Center allowed all public artworks to fully express the meanings of scientific foundation in terms of gravity, kinetics, power, sound etc. Such transformation overturned this hard concrete building into a fun atmosphere with interaction of science and art.
Public art projects along Civic Boulevard, originally reconstructed the releasing spaces of Taipei railway underground project, show the uniqueness of each individual that bring up a sight of relaxation in between the traffic high peak hours and for walking pedestrians. As for public art in Xinyin District, since this district is a newly planned area for center of tourism, business, leisure, politics and commercial industries, thereof public art projects are performed very diversified and international appearances in order to coherent with this secondary core center in Taipei.
We hope that through the guiding of Taipei Public Art Website, can bring Taipei’s residents and outcoming tourists another vision and aspect of Taipei City landscape, at the same time, to promote a basic ability to appreciate arts in society.
